Regulatory Shifts Ahead: Key Issues Manufacturers Must Watch in 2025

AI, labour law changes, and chemical compliance top the list of evolving risks for U.S. manufacturing operations.

With a new administration in office, manufacturers face a changing regulatory landscape in 2025. Policy shifts at both the federal and state levels are expected to impact operations, from AI safety to labour and environmental compliance.

While the federal government may ease enforcement of some workplace protections, states are intensifying their oversight, especially around wage laws and data-driven hiring practices. Manufacturers that ignore these developments risk hefty fines, reputational damage, or lawsuits.

Artificial intelligence is becoming more embedded in manufacturing processes, but the regulatory framework around its use—especially regarding data, hiring bias, and worker safety—is still evolving.

Some progressive states have already passed laws addressing algorithmic discrimination, while federal oversight appears to be loosening.

Despite this, experts advise companies to implement responsible data governance and prepare for broader regulation. In the absence of federal guardrails, businesses must navigate a fragmented and shifting legal environment.

Environmental and labour concerns are also front and centre. States are introducing bans and reporting requirements related to PFAS—so-called “forever chemicals”—which could expose compliant companies to legal challenges despite their efforts.

Meanwhile, new wage transparency and workplace safety laws are emerging at the state level, even as federal oversight potentially weakens.

Companies are advised to proactively adapt to these trends, not only to maintain compliance but to safeguard long-term operational resilience in an increasingly complex regulatory climate.
