IMPORTANT ANNOUNCEMENT: Calling all importers in Canada: Get ready for the transition to CARM

The Canada Border Services Agency Assessment and Revenue Management (CARM) is an innovative online platform designed to streamline account management and facilitate the payment of duties and taxes for businesses importing commercial goods into Canada, whether they are residents or non-residents.

The implementation of the CBSA Assessment and Revenue Management (CARM) digital initiative marks a significant shift in how duties and taxes are assessed and collected on imported commercial goods in Canada.

Starting May 13, 2024, CARM will serve as the primary system for importers and other stakeholders within the trade chain to fulfill their duty and tax payment obligations.

To ensure smooth handling of imported commercial goods via CARM by May 13, 2024, it is essential to register and make necessary preparations well in advance.

Preparing your business for May 13, 2024 is straightforward:

• Importers ought to register their businesses and authorize their customs broker in CARM without delay.
• Customs brokers should maintain collaboration with importers to ensure timely registration and appropriate delegation of access rights.

Once fully implemented, CARM will simplify the overall importing process by:

• providing a modern interface for importing into Canada
• giving importers self-service access to their information
• improving consistency of compliance with trade rules

The release scheduled on May 13, 2024 will introduce the following features:

• Electronic commercial accounting declarations that you can correct and adjust
• Changes to the Release Prior to Payment (RPP) program
• Harmonized billing cycles
• New offsetting options
• Electronic management of appeals and compliance actions
• The ability to: register for a Business Number (BN9) and enrol in various CBSA commercial programs

Note: As of May 13, 2024, the ability to register for an importer or exporter account (RM) will only be available via the CARM Client Portal. The Canada Revenue Agency will no longer be providing this service.
